Installation instructions of NNToolChain

Compiler partially runs on X86 platform in an offline manner. The platform excludes BM168x products.
Runtime partially runs under PCIE mode, SOC mode and CMODEL mode.

* PCIE mode: SDK is running on X86 platform. BM168x exists as the computing accelerator card of in-depth learning of PCIE;

* SOC mode: SDK runs independently on BM168x platform and supports interconnection with other equipment via Gigabit Ethernet;

* CMODEL mode: SDK runs on X86 platform and by separating from BM168x. It is used for software simulation under the mode with no chips.
